碰到同样的问题，google解决了。
原因在于使用WSL文件权限问题，暂时的解决办法是在/home目录下编译（不要将源码下载到诸如/mnt/f/openwrt之类的目录中），若担心WSL默认位置C盘的空间不够，应该转移WSL目录。

    解决方案

    使用 LxRunOffline 对 WSL 目录进行转移。
    在用户主目录下进行编译。
